The City Secretary’s office is responsible for the care and maintenance of all City records. These records include all City Council minutes, agendas, ordinances, resolutions, deeds, easements, plats, contracts and historical information. The City Secretary is designated as the City’s Records Management Officer by City Ordinance. This designation makes her responsible for developing and administering a records retention and destruction policy, monitoring the records storage area and overseeing the control of electronically stored records. In addition to these responsibilities, the City Secretary responds to numerous requests for City records filed each year under the Texas Public Information Act.
If you need to view or obtain copies of public information in the custody of the City of Katy, you must submit a written request or the Open Records Request (linked below) to the attention of the City Secretary via in person, mail, fax or email. When obtaining copies of public information, please be aware that there may be fees associated with providing the information.

Melissa A. “Missy” Bunch
Melissa A. “Missy” Bunch has lived in the Katy Area since 1974. She is a 1977 Katy High School graduate and has been employed by the City of Katy since 1981. Missy served as the City’s Assistant City Secretary from 1999-2006 and was appointed as City Secretary in 2006. She is a member of the Texas Municipal Clerks Association and a member of the Salt Grass Chapter Texas Municipal Clerks Association, where she served as President in 2010 and currently serves on the Records Managers Group. Prior to joining the City of Katy, Missy was employed by the City Engineer from 1979-1981.
