Appointed to Fill Unexpired Term – May 2019
Frank O. Carroll III was unanimously appointed in September 2018 as Councilmember for Ward A. Councilmember Carroll obtained his J.D. from the University of Houston Law Center, and is a shareholder attorney for a Texas-based law firm, primarily practicing real estate and corporate law. He previously served as interim pastor of Trinity Faith Church (at 10th and Ave. D in Katy), and is an active member of Katy Community Fellowship.
Prior to his appointment, Councilmember Carroll served on the City’s Board of Adjustment, and is a current member of the Katy Economic Development Council and the West Houston Association. He serves on a number of civic and faith-based committees and boards.
His wife April was born and raised in Hempstead, and their children Bryant and Lincoln are 5th generation Waller County residents. They attend Katy ISD schools, where Bryant plays football for Katy Junior High.
