If you were impacted by Hurricane Harvey and your home or business was flooded, to keep in guidelines with FEMA regulations and the National Flood Insurance Program (NFIP), a building permit MUST be submitted to the City. 

To help our citizens, we will NOT be charging permit fees for any flood related permits. Here is the link for the Hurricane Harvey flood permit application:

Please fill out this application and submit a list of work that will be conducted. We encourage you to visit our Permit Department at the City  Hall, 901 Avenue C and submit your permit application (7 AM to 5 PM). Our Permit Department will be on hand to answer any questions you have and will walk you through the process. We are here to help you!


To insure you are compliant with City, FEMA and NFIP regulations, this process MUST be done. This will help insure any reimbursement that may be provided by FEMA and further insurance coverage for your home or business.

In dire circumstances, RVs are allowed on residential properties ONLY, but they must be connected to City water and sewer.

The City is here to help all of our impacted residents and businesses through this difficult time. City inspectors are already out assessing overall damage, and they will be visiting every home and business that was affected by the flood.
